If you havnt tried lossless scaling (8 or so bucks on steam) i recommend you try it.
Lock the game FPS to 30 in the options menu.
Then set scaling to non and frame generation to 2x in Lossless Scaling.
Refund Lossless scaling if it doesnt help.
As a reference, my secondary rig has an i7 4770, a cpu which is 11 years old by now, so if anything it should be CPU bottlenecked, but the rest of the specs are alright, 32gb DDR3, RTX 3060.
It runs the game locked in, with consistent frame times at 30x2=60 fpts on medium and 1080 native.
Yeah it might peak higher without the framerate lock and no frame generation but consistency is king for smooth gameplay.
Laptop GPUs tho, they are rarely, if ever, the same as desktop versions, the core itself might be the same but there is probably a decrease of at least 20% in performance if only due to the lessened power they are allow to draw because of cooling limitations.

... i got far above 40fps when it was running, but the crashing, freezing and black screens are just reason enough to refund it, and as you see in this and other friends, people with much better pc's get the same issues.
thanks for the recommendation, i did actually buy that program, and try it with SM 2, it didn't improve things surprisingly, caused glitches/ distortions, but it did for other games like path of exile (lol? what? insanely cpu hungry game).
yeah, as mentioned, with the laptop, it's a big beefy thing, normal laptop gpu's have an "M" labelled on them to denote they are mobile/ laptop versions, but i made a point of getting one with a real desktop equivalent. it's an acer predator helios 500, with a gtx, not an "M", i could have paid a bit more (500) back in 2019 for a 1080 TI, but i thought this would be good enough, and it has been up until now.
the issue i have now is i can't even get into the game, it's just multiple black loading screens that take way too long, and frequent crashing before even the pre-mission section starts, i.e, on title screens.
weird because the first play session was basically alright, except for the stutters/ short freezes.
