There's not really anything in the PvE other than the over heal that needs a nerf in this particular game. But the entire life recovery system needs a tune up in conjunction with that nerf. Something like 50% longer duration of the grey life and 20% more recovered base for all weapons at the same time as they fix the bug.
Obviously a ton of weapons need buffs. The assault's a totally dead class ATM although weapon buffs alone might help that a lot.
But never nerf Is an over reaction.
Your example is funny because that's something all the guns should be able to do, as there is currently no way to mitigate the ranged damage spam on chaos missions, which is why literally everyone hates them. Doing nothing particularly wrong, I'll lose all my health flawlessly dodging and parrying a horde of dozens of enemies in melee, because the contested health mechanic is ♥♥♥♥♥♥♥ and there is no way to stop the pew pew spam short of engaging rubric marines in melee. Even that isn't enough for the flamethrower marines, as they'll delete most or all of your armor and healthbar while you're approaching them, and while you hit them several times before they stagger and actually stop, by which point you're nearly dead and your contested health has completely evaporated.
Buff gun = less bullets to kill, lower enemy health = less bullets to kill.

Yes, that comparison is right, but it doesnt mean that "buff guns = lower enemy health".
Easy example:
Buff guns
Enemy has 20 hp; gun does 2 damage per bullet; melee does 5 damage per swing.
Gun needs 10 bullets, melee needs 4 swings.
Gun is buffed to 4 damage per bullet and thus only needs 5 bullets now. Thats it. That was the change.
Lower enemy Health
Enemy has 20 hp; gun does 2 damage per bullet; melee does 5 damage per swing.
Gun needs 10 bullets, melee needs 4 swings.
Enemy health is lowered to 10 hp.
Gun now needs 5 bullets and melee now needs 2 swings.
That being said I have most of my weapons upgraded to relic and still I fell like enemies take too many fcking bullets, even to the head, I mostly play on AVERAGE with RELIC wpns and MAX LVL class, I still need multiple mags to the head for majoris enemies and it just feels WRONG and underpowered
I see alot of people say to use Melta, but, i dnt really want to as im trying to play a strength to help my team. I dont use melta so i cant say for sure how it performs
That's fair take. But on the other hand being able to completely disable them from the fight just because they're grouped together is also far from optimal gameplay. I do agree, the pressure these guys put out on Substantial/Ruthless when in groups is insane and extremely difficult to handle. Especially if you want to position yourself in a safe spot away from them only for 2 of them to randomly decide to teleport behind you and start blasting + flaming you down immediately after.
NGL. I miss SM1 self heals on execution. The armor gets stripped by a single attack from Tzaangor on Ruthless so... if for any reason you're knocked down (what can happen when you fail to dodge Chaos Marine teleport into kick combo) you take 90% health that turns into contested and before you get up to start fighting for it, 50% of it is gone already.
I would probably agree indeed that it's contested health mechanic that is causing everyone so many issues, simply because sometimes you just CANNOT fight for your health back because if you do stand your ground and start shooting, you'll just get executed while under pressure.
