I don't think they are Cadian.
Because "Cadia fell before the guard did"
GW spam the cadian more than even the smurf.
That's what's missing here. Because we open up on a jungle world, and they'd fit in. Plus, they're more melee proficient than Cadians (gearing helps here) so they'd deal with the Hormagaunt rush more easily. Of course, that's a lot of fresh art assets plus animations to do compared to basically reusing the Cadian 'totally not film starship troopers armor set' look.
Sadly, part of it is exposure. The more a sub group (Ultramarines, Cadians, etc.) is given exposure, the more exposure they'll get because 'people expect X'. Darktide's Cadian background for the Guardsmen pretty much gave them more exposure than anyone else recently.
