Make sure to tweak system settings, like GPU and CPU to max performance in windows, you should also check thermals - this game is insanely demanding on CPU this is the only game i saw that pushed my CPU to 70 degrees.
Edit: This game has a lot going on with the SWARM AI. Beautiful detail though

The game hasn't used more than 23% of my 12 Core CPU in the menu but is stutters so much it feels like 3FPS and I can't even hit the buttons easily.
There is no excuses for the game to stutter so much on my rig. It ates Avatar Frontiers of Pandora for breakfast.
I wouldn't be surprised if game's related software stutters the game to such degree.
The game stutters in the menu, to begin with, as I stated in the OP.
The CPU usage is 23% so there is not a hardware performance-related problem that could cause that problem.
When I start the game and leave the game's window inactive ( I click on second monitor while the game is starting), the "Press to start" screen in the game moves smoothly with not stutters.
As soon as I make the game window active, it stutters extremely.
Sadly, I don't have a controller to check this with it.
this is 100% my problem and i can not figure it out for the life of me. i play with a controller and it’s buttery smooth, also i can run around with my keyboard and it wont cause the stutter but as soon as i look around with the mouse it happens 90% of the time. i’ve lowered my polling rate (did nothing), ive lowered my dpi (nothing), i even used windows high dpi scaling settings to see if that would work (nada). some people think EAC is flagging any program that changes mkb settings like logitech g hub, causing the game to constantly check/update the devices on board settings with every single input.
