You will have to have a very strong CPU to get proper frame rates since you guys, like I myself, are CPU bottlenecked.
12th gen intel i9 -12900kf
Nvidia GeForce RTX 3080
64 gb ram ( 2 32 sticks )
alienware motherboard ( Computer is alienware r13 )
my issue was CPU Thermal Throttling, when the CPU was cool game would run flawless and before overclocking it would start throttling at like 70c still having some issues and might need some new cooling and thermal paste but thermal throttling is most likely whats happening
Edit: Ty @Captian Worthy definitely good guide, and anyone on Alienware tech they do have `Alienware command center` which allows you to control the fan curve and overclocking profiles my PC sounds like a plane now but also was a good help!
If today's patch didn't fix your CPU thermal issues for you, here's what will actually help.

Do not switch off your CPU's turbo boost feature as many people here would suggest, that will collapse your framerates.
Follow the guide I linked thoroughly and then experiment with different maximum boost clock speeds. Since your CPU can boost up to 5.20 GHz, try such limits as 4500, 4600, 4700, 4800 and even 4900 MHz. You should find an optimal spot between high heat and decent framerate.
CPU usage doesn't seem to differ much between DLSS Native or Quality with the cores all running between 50 and 70% so there is still head room even in intense scenes.
(Shader Compilation hits the CPU extremely hard! 100% all cores and temps went to 90 degrees)
My suspicion is the game isn't overly CPU intensive so long as you have 8 cores and 16 threads, it may not be well optimized for Intel CPU's in some cases as I rarely see the frame rate go above 100 fps unless in the Battle Barge where ive seen 144 fps.
A friend of mine is experiencing crashing on his Ryzen 7700X when it boosts so this might need a patch to resolve or as mentioned above down clock the boost speed.
I'm also running a i9-9900k all core 5ghz with a 4070ti, using DLSS native at 1440p Ultra settings, the GPU is 99% utilized running anywhere from 60 to 90 fps which is perfect for this style of game. Enabling DLSS Quality mode increases the frame rate and lowers GPU usage to about 75% keeping temps down too.

I have this same CPU and no crashes so far, good performance too. The latest update did drop avg cpu temps about 10c to 15c.
7700x is a pretty "special" how it is designed to work. So if you start to undervolt it etc because you do not know the normal temps for this cpu you might find yourself crippling the cpu's performance. 7700x is pretty damn consistent in its performance though. Wonder what is going on with your friends setup that causes the entire thing to crash, might wanna look into windows event log.
hi sir, im running a i9 - 9900k and a 3070ti at 3440x1440p
im getting bearly 60fps in the worst of areas with a max of 90fps in best of areas on high textures, dlss on performance, medium particles and everything else low/off
in task manager my gpu has not gone over 60% and would average 40%.
my cpu maxes regularly sometimes causing a stutter once or twice in a 4 hour session and averages somewhere between 75 and 90%. not sure what the difference is here but i have a friend who has a similar setup with a ryzen of the same gen/caliber and he has the same performance.
maybe its just a anti piracy thing like denuvo or something but this isnt right and its hard sometimes coping with the fact this new fun game is the first thing i cant run in ultra ever in my pc lifetime since the game new world
