your CPU is the big bottleneck for sure....
Not only is it an i5, but it's an ancient piece of tech from before the Horus Heresy
It's a four core chip, doesn't even have hyper threading, has a 65w chip that probably is hitting that thermal limit constantly meaning it would need to clock down from the boost clock of 3.60Ghz, the memory support is pretty lackluster too going only as high as 2133Mhz for DDR4 (hopefully you're running two sticks and not one...)

Yup, you are right! I forgot the minimum Intel CPU its an i5-8600K

I am aware that my processor and motherboard are at the limit of the minimum requirements.
I just want to know if this limitation is 100% causing all of the above... the signal issue doesn't make sense and from what I see, I'm not the only one who is having the same problems.

I have 3 hard drives, the old one and two SSD drives, where I have it installed on one of them.
Those are my suspicions, I just don't decide to buy a new one now because I see that there are people on the forums who have the same problems... I really don't know if there is bad optimization behind it as well.
I just bought the graphics card and I'm just waiting to see if it's totally necessary to replace the CPU right now.
