like most positions within chapters, existing people in the middle ranks recommend them to the higher ranks, who then for the most part follow the recommendations. for a position like chaplain no doubt a bunch of trials and tribulations are also required.
chaplains themselves are spiritual leaders, and well, heresy is the most common word in the imperiums religion for better or worse. and with so many space marines going traitor, a bit of a better safe than sorry approach has merit.

Well, Captain Ventris of the 4th Company and Sargeant Pasanius spent quite a while in the Eye before they fulfilled their Oath of Death and were reintegrated into the Chapter.
And Ventris kept his rank as Captain despite some initial missgivings with Sargeant Learchus (who rebuilt and led the 4th in his absence). Chaplain Clausel also said before their depature to Pavonis, that Ventris have to convince him personally that he learned his lesson.
But unlike Leandros, Clausel stood firmly behind Ventris during the entire Campaign without constantly antagonizing or questioning his decisions.
