All the original worlds of Ultramare where settled by Iberian colonists, ofc 10k years of migrations and such would change the composition and such a bit.
But the chances you would get this combination on the battlefield would be extremely slim, they would be minorities having to survive a process only a small minority survives etc etc.
Clearly it's done to pander to inclusion, don't make excuses and insult everyones intellegence. Especially since you could have gotten away with this easily without having to grasp such straws with Deathwatch or something.
