It's just laziness on the devs' part. They decided to keep campaign character skins for all the other game modes. 2024 and no character customization? Lazy. No other way to explain it.

I would love it too, I have a Salamander army and i'd love to play as a son of Vulkan. I imagine skins like this will be a part of the roadmap where they say "a chapter will get skins"

Sniper gets no full face helmets sadly. Other than dlc and death watch that is.

they are not black or have any connections with africa they obsidian black a side effect in people who living on vuclanic planet
