Primary, Secondary and Tertiary colours must all be unlocked separately. This means if you unlocked a white in Primary, it will not be available in Secondary or Tertiary.
The same applies to decals and markings.
HOWEVER, you do not need to individually unlock these colours for each class. They are in the pool if you unlock them. Allowing you to use them for whichever class you choose.
Edit:
There are two forms of customization, first and foremost. One is armour, which you can set up however you like by selecting pieces in a custom armour slot. The second is Chapters, which you can use to select whichever colours from existing chapters, or use colours you've unlocked to create your OWN chapter colours. Everything you equip in terms of armour is capable of being coloured. The only things that are excluded from being coloured are weapons and helmet eye-lenses.
I have two shades of gold unlocked and bought, and none of them can be used as primary.
There is no primary gold, despite two shades being there for buying (with in game currency...but also as DLC, as there is just shades of yellow as primary colours).
Why?
Wouldn't it be easier to make all colours available on all pieces once unlocked - like in the first game, but of course with the unlock by game currency system in place.
Madness, I tell you.
