Because there was a larger population of Cadians off-world than on their homeworld due to the sheer volume of Guard regiments they exported to the galaxy.
Due to Cadia boom boom, they also resettled a number of worlds with Cadian "seed populations"
It's obvious that the code for decorative characters is poorly written, they didn't bother with the balance of survivability and behavior.
It's also very noticeable on your bots partners. Living scenery is nothing more.
there will of course come a point that there are no longer any cadians left as the planet went boom, but there's alot of battalions out there as Cadia stood for thousands upon thousands of years, like somewhere around the 10k mark and as it was solely a military installation planet, they only breed soldiers there, meaning they could send out batallion after battalion over ther course of a hundred years let alone 1k. and for context a battalion in 40k can either be in the thousands or the billions. as they tend to deal with planet wide battlefronts, so the numbers are required.

They sent those troopers everywhere because they are better trained, better geared and are the perfect no-nonsense soldier because every Cadian was trained under the Eye of Terror with fear of warp shenanigans if they didn't get every drill down perfect.
Plus in theory, there's nothing stopping the remaining Cadians from eh, making more with each other. While not exactly Cadians - The Caiphas Cain books talk about Valhallan's getting along so well the major concern rapidly changed from the two regiments fighting each other to the death to the two regiments can't stop ♥♥♥♥♥♥♥ and now there are Valhallan babies just everywhere. Cadians have always been a mixed gender regiment who would do just about anything for Cadia.
Then there's the question of - If you Vat grow Cadians, are they still Cadians?
A couple of things are at play.
For an in-universe explanation there are two possibilities in this scenario either
A) It's shorthand or
B) These really are Cadian troops, basically leftovers who got shipped off world.
For shorthand, the Cadian setup (equipment and uniform) long ago became the default for the Imperial Guard. Any regiment that doesn't have a setup exclusive to them (such as Krieg), is assumed to use Cadian uniform and equipment.
Thus, calling them "Cadians" would be a bit like calling British troops (a few centuries ago) "Red Coats." They weren't literally "walking red coats," you were instead calling them via a distinguishing piece of their kit (their red coat).
In reality, GW messed up big time by nuking Cadia. Everyone knows and loves Cadia. But GW blew them up, without having the good sense to realize that there is no removing Cadians from the setting - they are too well known, too well loved, and so the nuking of Cadia kind of gets ignored as a plot point. As in Space Marine 2.
GW seems to like doing that with their IPs. *cough* Fantasy

Ursula Creed was sent back to the ruins of Cadia to find a "secret weapon" her father allegedly had stored until too late to use, what she found instead was a contingency plan to put together a "New Cadia" should Cadia fall. She recieved direct approval from Guilliman himself to enact said plans, because he admired how long their culture had held the eye, so unless an update comes to the lore that said plans failed, I dont expect we'll see the end of "Cadians" for a while.
