Its actually going to be hilarious when 10+ years from now Cadians are still somehow showing up en masse to defend worlds and the brain dead 40K authors are going to swing their magic plot wand and explain it away in half a page.
Sorry i sound jaded but yeah 40K authors are wildly inconsistent and its starting to piss me off.
1. Cadians are NOT only about being from CADIA. It's about cadian military fighting style, training and tactics. They also produce elite Astra Militarum soldiers, called "C". Which are equal to Tempestus Scions (basically meaning "best of the best non-agumented human can be").
2. They were producing "Cadian-style" soldiers for thousands of years. I can bet there were more Cadians stationing around Imperium on different military outposts than on Cadia. Billions of them (which in 40k context it not a lot). We are talking thousands of years here.
3. After Cadia has fallen, Cadians can still train soldier that will fight like Cadians. They will still call themselves Cadians becasue they identity and military "culture" (Cadian tactics/Kasrkins etc.) and traditions are more than just a planet. In 2 thousand years there will still be Cadians, trained by previous generation of Cadians, calling themselves Cadians and shouting "Cadia stands" becasue that's what that shout means - that Cadia stands becasue Cadian culture and Cadian soldiers still stands. As before the Cadia resistance was symbol for millenias - the Fall of Cadia will become symbol for millenias instead.
That's about it.

Creed literally left a plan because he knew Cadia could not last forever. Cadians are now like Catachans, if you export them, they're going to start changing things around them immediately.
Who cares? It's how it is and WH40k lore was always lazy, full of holes, contradictions etc. I mean are we really trying to take WH40k lore/numbers/technology/story SERIOUSLY? Please. I like 40k, but it's a bad fiction thats all about being cool over being smart.
Just enjoy it instead of overthinking it. It's like with Space Marines shoulder pads - we all know design is dumb and they wouldn't be able to move their arms, not even talking about fencing with melee weapons (even in game you can see they clip into body all the time cause otherwise SMs would be running with glued arms). But they look cool as hell so who cares. It's 40k.

3. Cadians are Cadians, because they were born on a planet in front of Eye of Terror and learned how to fight before they could write properly. And so on and so forth. This is not going to happen anymore. Your "like Cadians" is a stretch. And it will degrade with every generation more and more.
Cadian culture is for Cadians. There is no "military culture of Cadian tactics". There are Cadian regiments consisting of Cadians and trained on Cadia. Period. Stop making up stupid bs.
Yeah, you can start doing this with stopping to overthink stupid explanations that help you to cope with Cadian soldiers disappearing in time or continuing to exist due to some braindead lazy writing with holes
