If you disable the turbo it halves the cpu temps
You need to fix your power for cpu mate I'm running i9 13900k as well but my temps dont go that high. Set long duration power limit to 253W, then exit UEFI. This will allow the 13900K to go all the way up to 253W limit.
Friend of mine had this same issue, we tested his CPU with every CPU benchmark software we found and multiple games, didn't go above 75.
In this game: 85+ in the menu, 90+ in game... rofl
OK.. so I have an i9 12900k, and a NVIDIA RTX 4060. My CPU temp is 60-70d , my GPU about 75-80d .. methinks your problem isn't software related. Have you had any issues with any other application?
Before I did that had my cpus long durations power limit set to 400w
