Same here. I ended up giving up and just shooting the enemies on the ledge to complete it
The pack IS the thing that differentiates the class from the others (maybe the hammer, but it seems no better than a power sword most of the time).
And for the trials (or in Ops) the trick is you have to actually see the yellow ring on the ground at the location you want to jump too before you can jump.
So you need to jimmy around so you can actually see the ring on the ground of that far ledge then you can jump. No yellow ring seen anywhere then no jump; works that way everywhere. Rather unintuitive.
Well I didn't have the issue of it not not working but just some things made available to do in the campaign I noticed I wasn't able to do in the multiplayer and trials.
Stairs and changes in elevation also seem to sometimes interfere with it.
I think one of the big problems with it, is that uneven ground hoses up the aimpoint really bad.
This is probably due to the fact the hover before hit height is too low in Operations mode. It would work if you still had the Hover to the original level. But because they lowered that, any kind of uneven or different elevation ground hoses up your aim point really bad.
