You just don't necessarily get anything for doing so.
Are you using the "fencing" version for your melee? If so, parry/perfect parry is pretty much guaranteed.
"Balanced" you have to factor in timing, whereas the "block" perk just does pretty much nothing.
Just like those red circle dodge attacks there's no universal timing on them aside from watching the attack animation and dodging in the correct timeframe.
Problem is most of the time all those attacks are happening from off screen, from unknown or suddenly different positions, often with very sparce animation for reaction timing, and also often missing sound queues.
One major problem is that parrying an attack from a Majoris or Chaos Marine will leave you open to melee attacks from Minoris enemies that will make your character flinch out of the parry animation so you get a Double Whammy on you.
For practice you can go to the Armoury and I think it's called "Trials" where you have little tutorials to play through with a challenge, mostly "Clear all enemies under 40 seconds".
I found that those are more helpful in actually learning the ins and outs of combat than the actual introduction tutorials at the beginning of the game.
Certainly beats playing in Campaign or Operations and suffering through until you learn what works and what REALLY doesn't work although it should.
For the rest you have to time it. it tends to be a bit after the circle shows but you're better off going for the visual and parrying according to that. you can also parry attacks when there's no blue circle but be mindful you cannot parry red circle attacks. only evade/dodge.
As for the health regen... I never relied on it unless it's Titus's ability. I mostly do execution for the Armor and to get a second or so of invulnerability + close some distance as you can execute it from a decent distance.
