You're below the recommended system requirements for an average of 60fps at 1080p ultra preset. Your results are to be expected. Perhaps the devs can tweak things to optimize better or add more options that can be turned down so your CPU isn't limiting your performance as much. But it's not like the devs didn't warn you.
With the patch yesterday I noticed this myself. If I used DLSS at 4K on ultra preset it says I am at 80% GPU utilization (rtx4080). If I switch to native that goes to up to 99%, but my FPS dips below 60fps at times. If I had a 14700 or maybe a 13900 maybe I'd be able to stay above 60fps at native 4K ultra. But it seems the 13700KF just isn't up to the task at those settings. On the upside I do seem to be getting a bit better FPS with DLSS on post patch. I get up to about 110 pretty regularly and stay well above 90 when the action is hot and heavy.
I did also notice my temps are way down. When DLSS is on my CPU temps are now 70 degrees, down from 95. When I was playing at 4K native my CPU temps were even lower in the 60s.

The R7 2700X is much more capable. I suspect the higher core and thread count is a big reason. Still that's impressive to get 60fps. What settings are you using? You must have them perfectly balanced for that 2700X+4070ti combo.
You bought a GPU that is way ahead of it's time and way ahead of any games that are currently out. Are you rendering huge videos and doing tons of video editing? If not, there's no need to get such an upgrade to the GPU lol, especially if you aren't combining it with a CPU upgrade. This fad of people buying the latest overpriced GPUs then wondering why games aren't fully utilising them is hilarious and sad. GPU companies laughing all the way to the bank
So far my r7 2700x is running at 50% performance which is normal, while gpu is always at <10% & low temperature
Meanwhile my i5-9400f cpu went idle at 30%-20% all the time and GPu is also barely running as well. My 16gb RAM work really hard at 14gb reserved space , while other hardware went idle most of the time
Since the cpu patch my performance got worse but the cpu temps are way way better. It seems like they limited the cpu usage so the temps dont get high which is a lazy fix in my opinion if its true. Also I experience some stutters when I go to new areas in operation missions which was not the case before the patch
I have 12700k/4080 and get around 60fps on 1440p, while friend 13600k/4070 get around 80-90 fps we both have the same settings.
No way there should be that big of a gap between the two cpus. Their latest hotfix must have helped only the 13th/14th gen probably. But still my cpu is only at 40% while gpu is at 60%.
Gotta see some kind update soon on this
