Leandros was right in what he did.
The Codex Astartes clearly dictated that.

Leandros pretty much behaved like a Smerf would. C.A. is a bible for them, set of rules, while for other chapters its mostly just guidance.

Wrong, Ultramarines have always been split down the middle between veterans and the new guys on how to apply the Codex Astartes. Papa Girlyman always intended it to be a guide, not a set of hard rules.

Also, the Codex Astartes says to go to a Chapter Chaplain first, not the Inquisition, therefore, Leandros did NOT follow the Codex Astartes.

I suspect that the Head Chaplain had him as a plaything to make life hell for half a century before making him a Chaplain. I can't see any other way Leandros gets to that position considering he went over the Head Chaplain's to report it to an external organisation.

Honestly, the most ♥♥♥♥♥♥♥♥ part is that Leandros survived the Rubicon Surgery. He's such a whiny little ♥♥♥♥♥ with an obviously fragile veneer of faith in the Emperor and the Chapter. The only thing he thinks is important is the Codex, even moreso than his Chapter Master's word and judgement.

I can't wait for his fall in future DLC or SM3. He's so comedically vulnerable that he reminds me of Horus.

Yes and no.

Was he right to be suspicious of Titus's immunity? Sure. did his criticisms of Titus's tactics make sense? Yes. But was he right to report him to the Inquisition? Heck no.

He should have reported Titus to the Chaplain so Titus could be vetted in-house

Leandros' concerns were valid since resistance to the Warp was largely unheard of. However, Leandros actually violated the Codex Astartes by reporting a battle brother he suspected of heresy to the Inquisition.

The Codex Astartes specifically says that if one suspects a battle brother of heresy, that they report it to either the chapter Chaplain or Librarian. Leandros broke the chain of command by going to the Inquisition instead.
