Screen tearing only addressed by sync. Why would you turn it off to begin with?
Stuttering can be either a CPU issue or RAM issue or connection issue. Not enough information in your case. But now you have hints where to start adjusting.
1. One of the Best Internet Connections in Germany so that wont be the Problem unless a Upload of 500.000 isnt enough for a good connection. (joking)
2. Turned the Sync Options today off just to test it because they have been active over the Week when I had this Issue
3. RAM is 32GB and I doubt a PvP Game of Space Marine 2 need all of that.

What you could try is increase the CPU priority for the game and eventually run ISLC in the background. While the RAM should suffice, it can be always an issue with unknown background apps.
Last but not least the most important aspect is the screen settings. I always recommend using windowed mode in combination with Borderless Gaming (freeware).
Based on your video I suspect it is a CPU issue, but it is weird considering the game brags about being optimised with AMD.
I play some crazier Games and dont have those Bugs, maybe the Game need some more hotfixes but i'll try your suggestions tomorrow first!

In doubt, give it some time. Other "crazier" games often have had time to polish their things out after releases. So it can be expected that some issues, especially driver related issues, might be ironed out over the next few weeks.
