The fencing relic chainsword for example is bugged, says fencing but its balanced.
If your talking about the comparison between the first game and this one, yes it does feel like the parry windows are shorter.
Fencing increases your Perfect Parry Window by 50%
Balance is just the normal
Block completely removes the Perfect Parry Window (all melee weapons have a weapon varient with that option at at least the purple tier, some have it at green already)
There are also some class perks that increase the Perfect Parry Window (I think the Assault has one, same with I think Vanguard and Bulwark)
And then there is also to take into consideration your own ping, unstable ping can make parrying perfectly way harder and feel random (have that myself when I try to play with someone from the US, for some reason my ping gets "suddenly better" at times which throws me off constantly)
