As for mutating weapon design, that's basically asking for a brand new set of weapons. Which I'm unsure the devs would do. Unless you're asking for a class to simply receive access to other classes weapons, which could be more easily implemented and still interesting. Then more balancing issues could arise, but it could be fun. Thanks for sharing.
Anyway no. Locking new weapons behind an entire 25 level slog (because that is what leveling is in the game's current state) does not sound like a good idea.
