The problem with looking at Completion Rate
They seemed pretty concerned with Ruthless' completion rate reaching 80%, which seems really silly to me. only 15%ish of total players have ever even completed a Ruthless mission, that seems like a much more important statistic. Now that they have introduced Lethal, the Ruthless number should be much higher. They locked content behind it, and over 80% of people who own this game dont have access to it.

Looking at completion rate also doesnt take into account player variety. If they same playerbase who does Ruthless all the time never lose at it, and the only Ruthless missions being failed are the ones with players jumping in out of their depth, that skews the numbers.

Same with looking at completion rate in Minimal. A lot of those failures may come from solo players, or peoples first games. This doesnt actually speak to the balance of the mode at all. All it tells you is one thing, how many times people have reached the end screen of their mission. Are they looking at other metrics besides this? of course. But it seemed odd to focus on it, and even odder to imply that balance changes are coming from it directly

Game devving is hard, you cant please everyone. Hopefully they keep trying to move in the right direction, especially with a test branch

Ruthless only has 15%ish of players that have completed it. Thats just on Steam. That is not a vast majority. That is actually a decent minority. That of course is not all telling. Some players never touched PvE for example
Steam archivements are notoriously unreliable, if you look at the completion rate shown on your page and on the globale page the numbers don't even match.
But sure, let's say 15% have completed ruthless.
If we take the "kill 1000 tyranid in operation" as the easiest operation archivement you can get, and one that anyone farming just a bit the game mode should have, that means that more than a third of Operation players have cleared at least one ruthless. That's a lot.
And that's before even taking into account the fact that a lot of players probably won't bother to go trough the whole grindfest that is required to even reach ruthless.

i agree with the fact of there are different skill levels of players. the first 2 difficulties i dont think i lost once, now the 3rd difficulty i have only beaten the first couple missions with the tyranids,, and constantly lose after that, cant even get passed the first boss in the stage where we have to kill the void dragon via hitting the stations with matching symbols. yea whatever i dont remember all the names.. its insignificant.
i dont spend all day every day playing video games. but consistently losing due to whatever issue, being paired with even worse players than me( level 1 in a recommended level 20 level) the game should be blocking people from using low level chars as it simply ruins everyone's chances of success., people dropping out whether intentional or not.
cross platform is a cute fantasy but we all know pc is far superior(haha), i dont know any pc gamer who isnt hardwired for internet, yet every console gamer out there is wifi, and seem to consistently be dropping.

I very much agree there should be a challenge, but you shouldnt have to be a "pro gamer" just to beat the 3rd difficulty, more skill sure, better timing for counters sure. being more aware and cautious absolutely.. but this has become impossible. especially with the players i get teamed up with, all down before i even lose any max health.

Every discussion about completion rate is stupid. None of these numbers mean anything in isolation. Percent completion does not tell you how many chose to play or not play at a difficulty level. People adjusting the difficulty they are playing at to find the right challenge level is not captured by completion rate. People choosing not to play at all because they didn't want to step down in difficulty is not captured. People getting better at the game or leveling into a different difficulty is not visible.

It is pointless to try to draw any conclusion from the two completion rates the devs shared with us. I hope the fact that the devs chose to share only those numbers does not mean that they are as innumerate as the players are.

But, they have access to it. They just need to finisha Ruthless mission. it's really not that hard.

how about trying to overcome a challenge, instead feeling entitled to something?

Do you have access to Ruthless? Yes? Then go and do it.

You don't need Relic weapons to do Ruthless. You need Relic to do Lethal...
