Well we can't progress further, all my upgrades are useless and my weapons can't get better without chips
If you can complete a mission on substantial difficulty then you can get purple 'chips'. Find the servo skull (there's one on each mission) and you'll get the armour data as long as you complete the mission.
Edit: If anything finding servo skulls is a far more reliable way of getting armoury data than randomly getting a miniboss.
On a serious note, you get the armory data by killing the neurothrope boss which is what I assume you meant by zoanthrope, or by finding the armory data that always spawns on the level. If you do neither of those things you did nothing to earn the data. Completing the mission is just expected, not rewarded.
If you're struggling that hard, play inferno and memorize the location (or look it up in a guide) of the data, even if you skip the boss you get one and can unlock the new weapon tier and get the new toys.
Is your class max level? If not, that might make things easier you with weaker weapons
None of the perks give me survivability so idk
What class are you? Some classes don't get survivability. How many classes do you play?

Oh and if you're close combat like assault, might be best if your friend plays ranged - I imagine the two of you are on comms.
2. Learn the spawn points of armory data and gene seed on the map. (You can find the locations on the internet)
3. Use exceptional weapons. Have a Sniper with Las Fusil, have a Tactical with Grenade Launcher, have a Heavy with Heavy Plasma Incinerator, Vanguard with Melta... everything that deletes enemies in a short amount fo time.
That should be the easiest way of getting stuff from higher difficulties. If you did that and you got a good amount of armory data and inbetween got accustomed to the difficulty, you can use other weapons.
From what I'm gathering from other feedback, the recent change for some reason is spawning way more enemies for lower difficulties than Ruthless. It was hard to decipher this garbled Vox communication because of the sheer amount of screeching for jester points and 'git gud son' replies

And definitely look at a guide so you know where the armoury data and relics are located.
Also something we found very clutch in our party was that the, Bulwark can drop their banner and give people full contested health with one of their perks, you can then execute a Majoris or use a stimpack and you will heal yourself to full, the Stim will also cure a mortal wound that way.
A side note: I haven't tested this on the newest patch, but in the last patch, there were 2 Perks that allowed the banner to give contested health - Invigorating Icon and Rejuvenating Effect, it does not say explicitly that Rejuvenating effect will heal teammates contested health, it says it will revive downed teammates, but it did both in the last patch at least.
Rejuvenating Effect no longer gives contested health.
The Vanguard Class is also very nice, it has a perk that gives 15% cooldown refresh for all teammates when executing a Majoris, which is also incredible nice comboed with the Bulwarks banner heal.
The Melta Gun, is also pretty nice for aoe damage and the Vanguard has access to it.
The Vanguard can also heal 10% hp from Majoris executes at max level, also Incredibly nice for keeping yourself topped on health.
