so now you actually need to use the healing perk to heal.
I'm surprised you didn't notice as what we lost was HUGE, namely, the complete fill-up of the contested health on your health bar when the banner is deployed. The very night before the patch my L17 bulwark dropped a banner at exactly the right moment in a fight that nearly wiped the team. We were all down to a sliver of health, and when I saw two medium tyranids awaiting execution I dropped the banner. That completely filled all our contested health bars to max. My two teammates executed those two foes and were restored to full health. Whereas yesterday I dropped a banner and my contested health didn't budge.
(And to be clear, contested health is that lighter-colored part of your health bar that you can still recover if you execute an enemy)
It looks like I'll get that back at L22, but until the patch I believe all bulwark characters were benefiting from that regardless of level. It may have been a bug, and now it's "fixed", so maybe you object to it being called a "nerf", but in actual practice it sure feels like one ugly nerf.
Since launch, the Lvl... I believe it was the Lvl 8 perk, "Banner revives downed Allies" also gave all Allies in range full Contested Health even though it wasn't meant to. That's the bug. It replicated the Lvl... 22 I think, perk that says, "Banner gives Allies full Contested Health", which was actually meant to have this effect (and did, just a lot of people ignored it because the Lvl 8 perk had the same effect on top of having another useful effect).
