TBH, I really believe dev play on different server that have different setting for bot to perform something out of ordinary like "ABLE TO DAMAGE BOSS" to have that kind of patch exist in the first place.
Everytime I play inferno and hear Decimus say, "I wonder how many I could cut down before they got me," all I can think is, "None, because you would go out of your way to slowly run up to each Minoris that is 30 meters away without firing your carbine once, so you can melee it for a minute straight."
On a tier list, the only bots who even reach B-tier would be Heavy and Sniper, and only because they actually shoot their weapons and don't act like the operation is some form of Duathlon event that consists of only sprinting to enemies and then meleeing. And Bulwark gets to C because, of all the bots, he also actually shoots somewhat reliably and can kill Minoris (though don't ask him to shoot a Terminus or Extremis enemy, not happening, he has to get his wind sprints in then stand around gawking if the enemy is in the air). Tactical varies, sometimes he remembers he has an auto-bolt rifle for 3 seconds every encounter, but most times he thinks he is in a competition with Decimus to see who can unsuccessfully melee the most enemies; and auspex is only something that gets used on a single Majoris and 2 Minoris, once every 5 operations.
I get the developers don't want the Bots to be able to win the Operations for players. That's fair. But, you know, it would be nice if all the bots could be relied upon to actually help keep Minoris under control, or occasionally interrupt a reinforcement when the bots are the only ones with line of sight.
The friendly AI on the other hand are as dumb as rocks. I've been stood in control zones, getting hammered from range as the bots just stand next to me and do nothing. Literally just standing there, meaning that I now have to leave the control zone to deal with the threat. I'm playing Assault, the bots are Sniper and Heavy, yet I have to go and deal with the ranged threat. Of course, this means that the control zone is now "empty", so progress is stalled.
This is beyond frustrating. Improve them or remove them because they might as well not be there and the fact that they are so utterly crap is just an annoyance and has a significant negative impact on the solo experience.
They say they “made” them this way so they wouldn’t steal the show from the player. Now ask yourself what happens if there are no bots, but two other more or less experienced players. These players don't steal the show, they work with me to defeat the hordes of hundreds of enemies. That's exactly what the bots should do, instead of just standing there and looking at the sky.
I'm pretty sure Saber was just too lazy to balance the bots properly and continues to refuse to do so after this cheap excuse...

Well ok to be fair i guess its not so easy to make good game ai. But i remember Sniper Elite 1 ai chasing you around multiple building blocks and that was on PS2 back then xD

Im sure some of these things can be used on friendly ai like the SM2 bots aswell ;-)
Kind of sad that people keep complaing. Even if the AI is involved in the highest diffucilty, most of the time the Bulwark is more useful then the average player.
Your post reminds me a bit of the "Stockholm Syndrom" thing somehow (no offense) ...
The majority of players has asked for the bot AI to be improved since day one and therefore there is no point in leaving it in this poor state, there is no valid excuse for it, period !!!
In Solo they are more or less the dude that can you ressurect once. Thats their job. Makes some Maps insane doing Solo the job of three players. But well i would be happy if they would priotize Zoanthropes and not the miniros a mile away. At least Sniper and Heavy as bots can kill one on Ruthless. But first there must be all other targets dead.
