Warhammer as a setting definitely has a lot more lore and strategic depth than Starcraft, since it has more factions and has been around longer. "Better" is always very subjective, there may be elements of 40k that turn you off, or you may find you have more room to flourish in it.

As far as the setting goes Warhammer is like the final boss of nerd sh*t, it has influenced an absolutely insane amount of nerd media, including starcraft and warcraft. Subjective answer, but it is vastly deeper and more interesting than starcraft.
