I hear this from some old thread about monster hunter collab restore and they not done adding monster hunter event back yet.
While restoring the characters is possible, it's also a painstakingly long and difficult process made more difficult by the EoS of the Online version. Currently, the general interest in the SF collab is minuscule compared to the Monster Hunter Collab Restoration Project, which has already successfully restored all playable characters, weapons, and character cards. As a result, the SF collab is low on the modding team's list of priorities.
IF you wish to see them return to X DiVE, consider joining the modding team yourself or spreading the word. This is a very big IF, as it is extremely difficult to restore lost characters, stages, and bosses without the source material to pull from. Nonetheless, the modding team is short of hands, so any technical help is greatly appreciated.
Otherwise, you'll simply need to wait patiently as our tools improve and the modding community grows. Might I suggest you check out the newest mod showcase in the meantime?

don't exactly help matters.
to me it seems like restoring collabs should be more high priority then restoring raids.
as everyone can play the collabs, but not everyone will play raids.
Even if that wasn't the case, there isn't nearly enough interest to garner individuals who could help with restoring the collabs.
