Right from the start, Black Zero as mentioned is great... but you are given out really soon S Hunter Zero, which is quite great himself, and soon enough Awakened Zero and Zero Nightmare. Unless you don't mind multiple Zero variants and are a fan of him!
If you enjoy the original characters, at level 60 with events you can unlock both admins. ViA is (aside from yet another Zero style character) particularly very, very strong! RiCO is also hilariously broken, but you might not enjoy her playstyle. Some seasonal characters are also really strong, but I haven't experimented with those.
Personally, as a fan of MMBN, I had a great time using Protoman.EXE, Dark Megaman.EXE, HubStyle and his DIVE Armor. Quite fitting for going around the game! All of them are really strong characters themselves too! I also tried BassXX, but the dark wheels do some weird interactions and the explosion skill isnt as impressive as I expected. If you wonder why I don't mention StarForce, I already tried HarpNote and Rogue on mobile back then and they were ok enough.
And for weapons, well, for most of the game I just used at start Air Buster and then the StarForce green dragon one, along the Muramasa and then the Nightmare. As my characters also benefited from Buster+Sword it was perfect.
I feel like I'm not quite getting the old mega man movement out of some of the early ones (I haven't played much else than the two X-es). But I can't quite dash off a edge and do a double jump, or do a jump, dash and jump again. I feel like this is something I must have done in the past, but I might also just be mis-remembering.
Falcon Armor X has an upgrade that lets him fly around instead of double-jump, it's huge. Gaia Armor can walk on spikes. Those are the biggest ones.
It definitely changes the difficulty of some tasks, but you can only fly up as high as you could could get with an optimal double-jump, then it hits an invisible wall. You can move left, right and down to your heart's content (for 3 seconds, which is longer than it sounds.
I don't know about armors that block shots, but the sting chameleon chip gives you temporary invincibility after being hit (with a short cooldown) and many armors have abilities that make you invincible while you're performing them.
Edit: Some frames seem to have built-in shields, like Gaia X, which I guess would count as blocking shots.
Shadow Armor X is a walking blender that is basically invincible when fully kitted out. Black Zero and S Class Hunter X are early characters with decent survivability and offensive capability. Eratoeir is never going to die due to her debuffing and heals. there are some more choices around but shields, heals and iframes are generally good for survival and ATK/CRIT/CRID buffs for damage are the offensive choice. There's usually a "best" for most weapon types (ultimate blast, miracle blade, light bender, fantasia comet, deconstructor) but there are a few runner ups. Cards are more subjective because of how you're built or intending to build.
For weapons I don't remember their namy anymore, but pretty much the Dive Gear is the endgame set.
