what is the difference from a normal megaman game?
and why offline?

Simple a lot of pay wall to get character/weapon/upgrade early on or else you have to grind a lot in game money to get them on the long run. Force to wait a lot just to do some thing to gain stuff.

(almost forgot online version have PVP on racing and killing other player. They also have guild. Even silly as name tag to show off)

When offline don't even do that at all.

The short version is, this game was conceptualized and developed to be an abomination, and this "offline" version is the release that presumably fixes it.

Long version: This was a stupidly-grindy free to play gatcha game with touch controls and multiplayer and limited time events and literal 1 in 2000 drop rates for stuff, all designed to get you to spend money to not play the game. Now that it's offline, there's no reason to be stupid anymore, so according to legend, they trimmed and rebalanced stuff. I dunno, I haven't played it, myself. I'm kinda disinclined to considering just how much of an abomination it was previously.

There's no pay wall in Offline, or microtransactions of any kind.

The Offline version is far superior to the Online version. I'd definitely recommend giving it a try sometime, it's a way better experience overall.

Basically this game is a crossover featuring characters from all the main Mega Man series. There was a online gacha F2P version with agressive microtransactions before, but now that it will shutdown, this offline veraion was launched, wherr you can unlock everything just by playing.

There are tons of levels to play (althrough some are pretty short, but others are longer) and plenty of combinations of characters, weapons, chips and cards to experiment. It's basically the side scroller game with more content in the entire franchise.

The game isn't free of flaws (like some translation problems and lack of some contents that were exclusive to the online version), but there's lots of fun to be had if you enjoy playing with different characters and micro managing stats and attributes. Otherwise, it can get repetitive if you try to unlock and complete everything in one go.

is no one going to state the really obvious thing? Y'all are dancing around it without saying it directly, and its probably the most important thing to OP:

This is a mobile based game, you're not going to get the same action/platforming as a proper megaman game. The levels are quite a bit smaller and the precision/fighting are geared towards such. It's a fun game with some RPG aspects to give growth and higher damage output and numbers, though challenge mode is more of a "classical" megaman take, its still not the same as a traditional game either.

this 1 sentence here is why I love this game. the absurdity of combinations and the feel of the characters and weapons you bring give out so much variety to the game.

Yeah, if you're just playing with your favorite characters and weapons the game is amazing to play with almost no grind necessary to beat the story. It only starts getting grindy in the post game if and when you start going for completion, or if you decide to tryhard early on.

To state differences, this is a non canon what-if game that treats the MegaMan world as game data that players have to fix (like having enemies and bosses running around in stages they were not meant for in the mainline games). The game also acts as a sort of fan service (not really the lewd version of the term, though there may be a tad bit of it in there too) in which you get to collect and play as various characters of the franchise.

Both gameplay and progression differ a little from your average MegaMan games, but much of what makes a MegaMan game a MegaMan game is still around, just much easier thanks to the additions. For example, most MegaMan games allow you to run and jump, some allow you to slide or dash and stick to walls to climb them, all while shooting straight left or straight right. This one adds crouching, manual and auto aiming that allows shooting in plenty of directions, and a large selection of weapons and characters that are not limited to one another, so you can use any character with any weapon (some are better with some weapon types, though). You also don't die instantly from pits and spikes in most stages, instead only losing some HP.

As weapons go, there are several types. The usual busters and sabers, but also added machineguns, rocket launchers and sprayer guns (think flame throwers and poison cloud emitters). Characters have some active skills and a bunch of passive skills, most of them with cooldowns just like in MMOs, albeit not as long for the most part. As progression goes, stages are more bite sized and usually simpler than mainline games, but also pack a little more enemy density.

As for why it's called "offline"? That's because this game came from an online mobile gacha game, which was converted into a self contained single player game that removed all online functions. Most important, they removed anything that has to do with paying money to get things in game. You buy the game and the rest is unlocked by you through playing.
