Where to farm Universal Star up Card ?

I missed them as well but I wonder why do you need them since you can just buy the same card with zennies / EMs and fuse them into the same result

similar to how rank up works with other stuff, yeah u can do that. but you have to unlock S-rank cards

You don't need s-rank cards. You can fuse dupes of any card to boost their star level and give them a small amount of xp. You just need to fuse the same cards together that's all.

would assume most people would use 3 S-rank cards on their loadout ^^. like i said, you have to manually unlock the protection from S-rank cards to use them in fusion which is why it can be confusing

I'm trying to rank up an S rank card but the dupes aren't showing up in the power up tab. I unlocked the protection, but it's not showing up. Any ideas?

NVM, I just figured it out. The card can't be equipped to anyone either.

The short answer is you can't (oddly). But the longer answer is what others have said, just fuse the same card together.
