I don't think that someone can mod a PvP if the mode isn't up, probably it isn't in the game files anymore (I don't know), but if the mode was available it was going to be easier for sure.
Without the RNG BS and whaling crap it would be more interesting, even if some characters still are ridiculously imbalanced.
As right now. I only hear people working moding character. Before multiplayer.
If they going to planning to make multiplayer mod. I pretty sure they going to do local multiplayer first before making a online co op. It is possible online mod for multiplayer. I saw some one made a mod for Breath of the wild multiplayer online.
The problem are only whether some modder would do it or not. But it does possible, even if the in game file are not exist in offline version.
Even if it did, the PvP was horribly balanced. There is no reason to add PvP back into the game, especially now that mods exist that adds new characters and weapons. No one is willing to try and re-balance the entire game just for the sake of a multiplayer mode that was terribly handled in the first place. Nor is anyone willing to make a system that separates players with mods from the players without - it's simply too much work, for too little benefit.
Co-op has the exact same problems as PvP, so it's highly unlikely to be added in, modded or not.
