Some of the unlocks are gated behind progression. So far I haven't seen a bunch of the characters that are visibly in the game in the trailers.

I kind a find out where my character is..... Its in event shop that need event coupons like money. Not only I need to level up to 60 and I also need to at less bring my total power up around 300,000 to do this event things. Other wise I my character die in one hit.

All non-Mega Man crossover elements were removed when the game was ported (this was mentioned on the official site). This means the Street Fighter, Monster Hunter and Devil May Cry crossover content was all removed. In terms of lost characters, this means that the following characters who WERE in the original version are not in Offline:

Rathalos Armor X
Shagaru Armor X
Dante Trigger X
Crimson Valstrax Zero
Vergil Trigger Zero
Zinogre Iris
Ryu
Chun-Li
Akuma
Hunter R (Kamura)
Gore iCO

Everything else is: The seasonal Alts, RiCO and Next DiVE Armor X are in the "Seasonal Events" tab of the event section, and the rest are either in the standard or limited tab of the characters section.

Why are Capcom removing their own content from their own game? Is it to sell it as DLC late down the line?

They already confirmed there's no current plans for DLC. While there's no confirmation as to why the content was removed, my speculation is that although all of the removed content is Capcom content, it's not all Capcom Taiwan content. They had to attend meetings with the other Capcom subdivisions to strike the deals to include the content to begin with, and these other subdivisions that specifically own the rights to the other IP's probably backed out when approached with the opportunity to renew their deals for the Offline version.

Or check their website, which already available from the very first time they announced the offline version and have clearly mentioned that the collabo characters are not available.

Oh and @Raigner Ocelot, its because of license problem, even if Capcom have all the collabo title in their name, putting a collabo characters/costume inside the game are different story. They might have license to put it in online version, but not in offline.
