When I logged into the game, at first I was surprised by the lack of accumulated offline time.
Other network opportunities like trading are also unavailable.

ISPs are blocking the connection in your country. Try using a VPN

It is a known issue that certain ISP/firewall blocks the CivIdle main server (which is located in Germany). I have no idea why - it could be that they block the whole datacenter IP range. We used to have a mirror server in UK but have to discontinue that due to financial reason. The server address is de.cividle.com if you want to whitelist the domain
