Lost Hunter's Sack and drop rate

I'm looking for the 'Lost Hunter's Sack' in Heartwood Atlas. I'm level 15 and haven't found one from any mob so far. Is it a matter of drop rate or the wrong mobs?

Joke aside, the drop rate is so horrible that at this point I have forgotten about the fact that there is a quest.

The quest is essentially a "rare" item drop. The only prize is a vanity legacy mark for your profile, and a vanity hat. Nothing of significant value comes from this quest. It's simply to show off or flex :D
