I lost 20,000 on the arcade machine, never managing to even break even on my first two attempts. First time I didn't see how to use my extra wheel spins, the second time, there was just not any value tokens left on the table to profit from.
Is the goal to increase the multiplier as high as you can, and THEN get the value chips into the loot chute? What does the jackpot do and how do you collect it?
There is zero information about any of this in the game and it's pretty frustrating to lose all your money while you have no idea what to do to make a profit.
Goal:
The goal of Wheels 'n Fortunes is to collect the Jackpot and make a profit,
Jackpot:
The Jackpot is won by spinning the wheel 10 times. It is not guaranteed that the Jackpot is high enough to make a profit.
It is even possible to win a second or third Jackpot.
The Jackpot value is increased by the value of objects that are collected. For example Coins (+1), Chips (face value) or Gold (+2000). That value is then multiplied with the multiplier.
Multiplier:
For a high jackpot value you need the multiplier to be up. Wheel 'n Fortune decide if you get a spin where it falls on a dice game to increase the multiplier. That also means you need the dice games early and often. Multiplier also increases the amount of coins and chips spawned on arcade events.
Luck:
Luck is in Arcade even more a factor than in the other game modes. It also helps to have a high Lucky Charm Perk. This will increase the chance for more chip towers and bonus items like specials or extra spin tokens.
Spin Tokens:
You start with no available spin tokens. But nearby are a few to start with; so feel free to use an earthquake or tornado to get started quick. Again, Lucky Charms Perk might help obtain more spin tokens. Extra spin tokens can be bought. If you have enough coins on hand (not loot-shute) you can hit the buy-in in button on the Arcade button bar.

Is the button to buy spin tokens the first one in the bottom bar in Arcade - the one with the arrow circling on itself? And it costs 500 coins?

Wins are things like (some) double or triple items, pay out a coin flip game.
But beware that Devil can also steal from the Jackpot counter.

Did another try, 45 times and still not a jackpot. Alright, it's just to lose our money ingame. Get it...
So, basically, if you can't get multipliers from the wheel, you're doomed. Noted.
