How do you grow corn?

I'm pretty far into the game (farm fully upgraded) and still can't grow corn. How do you get the ability to grow corn?

i know that i have to use ripe seed... but when and how it unlocks?

If your town board says: "The village tower is at its highest tier." and you have placed all materials in the building podium, and your town build menu is open to tier 2 with animal pens and deli, something is wrong. You get the corn by building the village to highest tier, tier 2. Put in a bug report on F7 or review discord to see if anyone else has this problem.
