Does this game offer true co-op, so that you can play the game 100% with your friends?

Is a real co-op planned ? I'd like to play this game with my friends from start to finish !

They have a roadmap announced, however, it's unclear if the co-op changes that are in there will make the full game fully playable and quest progress shared from the start with friends or whether there will be limitations.
