There is some way of restoring the Playstation 2 Music to the PC Port?

Doesn't look like it, but you could still download the ps2 music as mp3 files and make a playlist on steam, then lower the game music to 0 and play the steam music playlist

I've played the wii version when i was a kid, and i can tell you for sure some cutscenes and songs are missing. Since i didn't play it on ps2 i can't tell if the port lacks ps2 content aswell though

the 70's garage theme was "express yourself" in this its low rider (idk the exact song but its the one hear in george lopez) idk what else. also i noticed the ps2 version had reflective lighting when the sun shines on cars. i miss that
