Sorry it didn't help. In my playthroughs I've not noticed it much, if at all, and can see cars for a good distance away. Lighting may be a different case, but more on that later.
By any chance though, did you install all the files where they belong? Just checking.
Everything that's in "Moods" should go in the directory of the same name, it's okay to overwrite.
I'm pretty sure I put the right things in the right places. If not, I think I'd be having much more serious issues by now.
I'll link them here shortly. Maybe we can figure out if there's something going on.

Open Driver Parallel Lines' Moods directory in within Steam's files, should be located around...
C:\Program Files (x86)\Steam\steamapps\common\Driver Parallel Lines\Moods
Right click on a file in there (example, "05_now_day_end_mood.txt") and see when it was last modified and/or created. If it was created around April 9th of this year, it should be the stuff I provided, if not, it's more than likely the default files, which will need replacing with the draw distance mod stuff.
If that still doesn't work, I'm not sure what it could be. Long-shot guess is that it may be a graphics card issue, which wouldn't be too far off given how this particular game acts up on some chips when switching eras or exiting to the main menu.
If you happen to figure anything out from what I've provided though, let me know.
