In summary, you can buy them (even at your level) or you can go through quests from Khitai factions: Wolves of the Steppes (for wolf) and Tamarin's Tigers (for tiger).
Wolves of the Steppes can be found in Northern Grasslands, and Tamarin's Tigers in Chosain Province.
For the faction mounts you must complete the questline, have to be level 4 with the faction, have advanced riding (50 Gold, 44 veteran points, or purchaseable in item shop), exotic creature handling (20 gold + 300 mrks of acclaim, or purchaseable in item shop), a horsehari banket (800 marks of acclaim) and 10 Gold.
