Don't know if you're still looking for a fix, but I'll reply anyway for anyone else looking.
The steam version of World in Conflict is inferior to the Complete Edition version you can get from somewhere like GOG. It's actually on sale for super cheap right now at the time of writing. As far as I have looked, it doesn't seem like there is any easy way of getting the steam version to run because of Error 56, though you could try and look at the download link in this GOG forum thread and see if it works for you:
https://www.gog.com/forum/world_in_conflict_complete_edition/world_in_conflict_will_not_launch
The problem seems to be to do with the game not running on CPUs with more than 4 cores. I was able to play this game recently on a quad core CPU on Windows 10 running in Windows XP (SP2) compatibility mode, but I have since upgraded to a 12 core CPU and Windows 11 and can no longer run it.
However, I bought the GOG version and applied this patch and it worked without problems with my 12 core CPU.
You are correct, the game doesn't support more than 4 Cores unless you copy the files from that patch into the WIC folder.
not work for me
This is the GOG copy of the game unfortunately, I wish I had the Steam version since I like having everything properly in one library.
