but very strange problem i never saw something like that.
Ill even make you one if you tell me the location and name of the file.
(ex user/appdata/something/config.cfg)
But all I need to do is restart the game and bam, FPS goes to ♥♥♥♥... it would seem that maybe there's a specific setting that only gets applied when you restart it, and that's why we only see the effects of it after said restart.
Still, given the OP's specs (and mine, the only difference being that I have a non TI 980) we should be able to run this 2009 game at maxed out settings without breaking a sweat.
I mean look at this https://imgur.com/a/JUuQD the game is running at an abysmal 36 FPS, yet the GPU usage is sitting at 31% and the CPU at 8%.. it makes very little sense indeed.
I'm wondering, are you running the free uplay version they're handing out? because I am, maybe that has something to do with it.
