It's possible a lot of people are waiting to hear if the port is good, how badly censored it is, and so on. This means that I expect once you hear people reporting back after having done a full play through of the game, you will see if sales are going to pick up.
Remember it's a Japanese game by a major studio in the middle of a controversy over localization, and Japan possibly leaning towards selling out to the woke. Not to mention there have been some absolutely terrible ports of stuff like this and that makes them risky.
When a company releases pretty much zero information about a product in this climate, it's going to negatively impact initial sales.

like seriously, the switch is outdated junkware in every aspect you might want to look at it so that's obviously gonna take some actual effort to upgrade it to PC standards instead of just keep it looking like
