That's strange. I do have and there are positive reviews in Chinese, so I think it's fine for most users. Are you sure there isn't a language selection option on the general tab? It should be on the right side in the middle.

在STEAM收藏庫右鍵遊戲->內容->語言改成中文，他會小更新，開遊戲就看的到選項了
