If this game is anything like God of War Ragnarok, you won't be required to log in if you had already logged in on the same PC via another PlayStation game. If you haven't, then you'll be required to log in to play at all (unless, in this game's case, you use the alternate .exe). In God of War, you can skip *linking* a PSN account to your Steam account, but you can't skip *logging into* a PSN account via at least one PlayStation game, and I suspect that every PlayStation game going forward will work the same way.
For me personally, the sign-in process somehow always fails with an error message and then gets stuck in an endless loop where it asks me to link my account again.
Nothing can be done to circumvent this, except running the game from the "Bates-Win64-Shipping" exe, but then almost NONE of the graphics settings will save properly and reset to completely wrong and nonsensical values upon relaunch.
