Audio level is way too low

Can barely hear anyone speak, I don't know how this didn't get caught before release.

Same. Somethings wrong with voices too. For example when a NPC character is speaking, and you look around the voice will go mute depending on where you look (even though the character you control is very close to the NPC character). If you look at the NPC character the voice is fine.

Dialogue was really low but after trying things out I turned off spatial sound through Windows and now it's fine.

You don't know how THAT didn't get caught? How about RT not working or FSR or HDR?

Audio mix is fine in legit surround sound. Can't say about fake Atmos or headphone Atmos but real Atmos is fine.

If you have spatial audio enabled in a stereo output try shutting it off

Seems like the game is running in a surround sound mode. Do you have a surround sound system? You might want to change settings either in game or on your PC.

Digital Foundry noticed similar issues with audio/voices in the God of War Ragnarok PC port too.

I dont have this PC version but the ps4 version I owned had a similar issue. The audio in that version was ♥♥♥♥♥♥ up and dialogue sounded terrible.
