Creating a mod

I played this game over a decade ago, and decided to re-buy it on Steam as it was on sale and I was feeling a bit nostalgic. So I know this game has mods and I've seen some of them, I was wondering if there are any good tutorials on mod-making out there? I'd like to make some maps or sound banks for personal consumption.
