since WA v3.8, the game host can add CPU teams to play against other human players in online games, as long as the host has the CPU team(s) in their barracks
every scheme and map change that mods do not affect shouldn't be a cause for things not working
it should be, but I'm unsure what's your exact setup currently, so I can't give more specific thoughts than that
if you are asking how to host games online - after entering WormNET and going to #AnythingGoes, there should be a "Host" button. Clicking it will give you a text field to name the game (usually it's the scheme name) and a password (leave blank for a public game). if you don't want to host a game yourself, you can use HostingBuddy, the command is "!host <scheme name>" for example "!host normal"
