The only issue you may have is with the front-end menus. To fix them, you can either place this DLL file[files.steps.club] in your game's directory (no registry equivalent for the compatibility option enabled by the dll), or use the old ddraw windowed mode (wndmode.dll), which can be found here: https://worms2d.info/WormKit
By the way, the problem explained in the OP applies to all clean Windows systems. Including Windows 7, Windows XP, 2000 and Vista. Because there's no extended DirectX9 DLL set by default on either system, it must be downloaded and installed from the Microsoft website. One notable extension DLL used by PX is d3dx9_33.dll, which is not present in system by default (only d3d9.dll itself is present -- and only d3d9.dll is used by the later versions of the game).
It is useless to suggest "getting a cheap computer" because PX actually requires a powerful computer.
