How do you trigger Caligura and Levi scene
I can't find the ally where the actual scene happens I've looked everywhere in west-Prehevil and I just can't find the entry to the ally.

It depends on the day. The event gets triggered on Day 1 Night in West End Prehevil where the tortured/decapitated bodies of people are tied up to a log.

Another thing, you might also find Pav in the same area which would help you achieving Ending C.
