{There's another way to recruit Marina, but I haven't encountered that situation before so do your research on that. For that you'll have to let Levi get moonscorched. After that event, he will attack both Karin and Marina( forgot if it was Marina or not) near the Church of All Mer in the area near the sea shore where a military guy shoots moonscorched civilians. In that fight you'll have to intervene in order to recruit both of the players.}
Also, I've found that even TALKING to the Mayor and then killing him will cause the trigger to happen. In my experience you have to straight up gank him.
I killed the priest, which is super weird because I fought him outside of the Mayor's manor for some reason in the afternoon.
The problem with that method is like I said... Levi cant get moonscorched because I already killed him in the restuarant... so this event chain shouldn't be a thing. I even found Karin go around her business in front of the news agency doing just fine
